I understand you're worried about whether or not they can see you, but it sounds to me like they're watching tv, not you. My brother and sister-in-law live about 20 feet from us. Our back yards connect. We both leave certain blinds open 24 hours a day and we've never been able to see each other. I can see flickering lights when they watch tv, and vice versa, but that's it. Recently, they told me they walk around naked in there all the time and I had no idea because even as much as I look out my windows, I've never seen a thing. (THANK GOD!) That said, your neighbors having their blinds open in their own home doesn't make them selfish. Their blinds are for their privacy, not yours. Some people don't feel the need to even have blinds at all. If you're really worried they have nothing better to do than spy on you, just get a dark colored sheet from a yard sale and hang it over your blinds at night.

Hi Ellen: One of the other answers suggest an outdoor security light....not a bad idea but I think it may cost more that you could afford. Unfortunately, the "Right of peaceful enjoyment" may apply to your tenant. Whether it is inconvenient to you or not, they have a right to open or close their blinds as they wish. One would think that privacy and decency would prevail but apparently not so. You may find a room darkening window shade (not a blind) to be more reasonable in price for your window, if not, a lightweight colored blanket hung over your old blind may help. Sorry hon...there is no way I know of to make those fools close their blinds.
