Yes, The recessed lighting will be a wise investment. Recessed lighting will change the atmosphere in the home. a definite improvement. I have a local contractor that charges about $85. per ligght.. I thought that was pretty reasonable. But I will poll a few more contractors and get back to you.
I am not a "fan" of ceiling fans and see them as an eyesore in a room... especially bedrooms. But, some below think the aer great..

If you do plan on putting recessed lights in make sure the contractor that installs them insulates around the fixture properly. They are a huge heat loss spot in a home. They make two types of fixtures , one for an insulated ceiling and one for a non insulated ceiling. I recently replaced several in my home that were the wrong type and I was hemorraging heat into my attic.
Ceiling fans are always a plus when it comes to resale and an even bigger plus for you as a homeowner.
As far as cost you would need to get estimates from a licensed reputable contractor.

As for the fans, they don't necessarily add any value to the residence and if there isn't any electrical wiring in the ceilings then it could become costly. I would suggest sticking with the recessed lighting in the kitchen and living room. If there's a nice dining room are that will fit a table, then it's a matter of preference. A lot of people like the drop down lighting that is closer to the table top.
